Vulnerability Assessment of Complex Critical Infrastructures

A metric for the above concept is addressed in the context of a quantitative assessment of vulnerability of complex critical infrastructures. The quantitative model integrates Ising models for structural stability of complex physical systems, and muticriteria indicators integration via fuzzy set technology. The indicators involved in descriebing the performance of such infrastructures are either independent or interdependent, given by a matrix of interdependency among performance indicators of the critical infrastructure under assessment. A vulnerability assessment procedural algorithm, and a numerical acceptance matrix is presented with reference to critical infrastructures (e.g. petrochemical, refineries, transportation of dangerous goods), being exposed to events such as malicious attacks, natural perils, luck of safety culture, luck of emergency preparedness etc. A specialized DSS has been developed, implementred and currently in the process to be used by the insurance industry.
