Enabling an international Heartbeat Beacon for Homeland Security & Defense Interoperability & Synchronicity involves following a proven method / process and agreement on 3 common building blocks to standardize situational awareness (SA), event & alert data exchanges among N complex systems resulting in a global SA engine / providing SA tone / SA as a service.
The Heartbeat Beacon addresses the data / temporal / symbolic interoperability challenge where unique / proprietary federal / military situational awareness (SA) systems and Telco networks supporting First Responder e9-1-1 systems must agree on common, settings of three common denominators: (1) TCP/IP heartbeat protocol as a low level network state meta data harvester (2) heartbeat (XML) messages that convey network (re) configuration data / spontaneous integration (e.g, router MIBs / multicast group subscriptions to emulate the DHS five color schemes as multicast radii increasing - decreasing response in geographic regions) (3) Common Alert Protocol child schemas and / or data islands enabling response tailored to Communities of Interest (COI).
The three components / common building blocks / denominators are:
1. TCP/IP heartbeat protocol state data commonly timed & harvested then distributed via beacon transponder protocols & technology
2. Heartbeat network (re) configuration XML schemas / messages Efficient/BREW/binary... XML formatted small data files replacing military unique Tactical Data Link / Joint Variable Message Formats.
2. Common Alert Protocol CAP child schemas / data islands as a single, unified trigger mechanism for alerts customized for Community of Interests (COI)
When federal system integrators as partnered with the telco network providers supporting key federal network centric contracts (e.g., GSA NETWORX, ALLIANT, SATCOM II, DISA ENCORE II, DHS EAGLE....) agree on three common denominators / building blocks, direct, synchronized, interoperable collaboration based on synchronized event timing and common symbols will be achieved.
